一、 目的 Objective
Rongsheng Petrochemical Co., Ltd. (hereinafter referred to as “Rongsheng Petrochemical,” “the Company,” or “we/us”), as a leading enterprise in China’s petrochemical industry, fully acknowledges the value, importance, and necessity of sustainability. We created the Chemical Management Policy to improve chemical safety management, avoid and reduce chemical-related environmental safety accidents, pursue green chemistry, and go above and beyond to preserve the environment and occupational health and safety.
二、 范围 Applicability
The Policy applies to all Rongsheng Petrochemical and its subsidiaries’ employees (including full-time and part-time). Because of the Company’s extensive distribution of operating locations, the Policy outlines the chemical safety policy at the Company level, and each operating location must consider local factors when determining chemical safety management measures and plans. We also expect our suppliers and partners to refer to the Policy.
The Company’s Board of Directors has established a Strategy and ESG Committee to review and oversee ESG-related matters including chemical safety target setting, chemical policy development and implementation management, chemical hazard assessments, and information disclosure. The Committee reports to the Board of Directors.
四、 管理政策与措施 Management Policies and Measures
行政许可及信息报送 Administrative permits and information submission
We register hazardous chemicals in strict conformity with applicable national regulations and procedures and apply for relevant administrative permits such as the work safety license for hazardous chemical production enterprises. Moreover, we regularly report information about hazardous chemicals, including the production, transportation, and use of hazardous chemicals, to the Risk Management and Control Platform for Hazardous Chemical Enterprises, the Hazardous Chemical Road Transportation Registry, the Hazardous Chemical Registration Information Management System, and the Hazardous Chemical Safety Production Risk Monitoring and Early Warning System of the Department of Emergency Management. In this way, we are subject to government oversight.
化学品全面精细管理 Comprehensive and refined chemical management
We continuously improve our chemical safety management system. We regularly categorize and identify the chemicals involved in our business (including raw and auxiliary materials, intermediate products, and products) and create files or records to compile a chemical management checklist that includes information such as chemical names, categories, hazardous characteristics, production, use, and storage location to promote comprehensive and refined chemical management. Moreover, we verify and update the scope of chemical supervision on a regular basis based on our business status and needs to guarantee that our chemical management is broad and effective.
化学品淘汰或替代 Chemical phase out or replacement
We regularly check our chemicals strictly according to state and local requirements, such as the Catalogue of Hazardous Chemicals (2015 Edition), the Catalogue of the Work safety Technology and Equipment of Outdated Hazardous Chemicals to Be Eliminated (First Batch), and the List of Prohibited or Strictly Restricted Toxic Chemicals in China. We never use any production processes that are explicitly eliminated by the state and upgrade apparatus and facilities that are explicitly required to be phased out by the state within the specified period, to ensure that chemicals that are explicitly prohibited or mandated to be phased out or replaced by the state are never used in our production or business activities.
Moreover, we follow industry dynamics and evaluate against internationally advanced peers. We strive to mitigate the global threats of resource depletion, pollution, and ecological damage by exploring the possibility of chemical elimination and substitution, minimizing or phasing out the use and production of chemical substances that are toxic and harmful to the ecological environment. We follow international environmental health standards in our research, development, and production, and we advocate the use of green chemistry, environmental and health standards.
危害评估及风险管控 Hazard assessments and risk management
We carry out systematic chemical risk identification and evaluation every year. We strictly identify the possibility of hazardous chemicals converting into major hazard sources according to the production and operation of each location. We rigorously identify and analyze hazardous chemicals in accordance with the Catalogue of Hazardous Chemicals, including explosives, compressed (liquefied) gases, flammable liquids, flammable solids, combustible goods, water-reactive substances, and corrosives, to obtain the composition and grade of hazardous chemicals.
We take comprehensive management measures on identified chemicals with high risks. In response to the potential leakage of organic chemicals with high toxicity, flammable, or explosive, and other risk factors, we have established corresponding emergency plans and solutions, and allocated adequate emergency rescue personnel, supplies, and equipment for chemical safety emergencies. Moreover, we have developed plans for hazardous chemical safety drills and trainings for all employees, and we continue to conduct emergency drills, raise awareness and improve skills . We require suppliers and other outsiders to receive the mandatory safety training before entering the plant, including but not limited to verbal safety notification and signing the entry safety protection agreement.
岗位培训及安全防护 On-the-job training and safety protection
We have developed operating procedures for positions involving the production, storage, and use of hazardous chemicals. We provide training on laws and regulations, systems and policies, professional technology, occupational health protection, and emergency rescue at least once a year for all employees at different levels at all subsidiaries who work with hazardous chemicals, to improve their safety protection awareness and skills. We also require employees in relevant positions to pass the assessment and obtain the qualification certificate before their employment start.
We have rigorously established health files for hazardous chemical workers, and require all subsidiaries to achieve 100% filing. We arrange pre-job, on-the-job, and off-the-job physical examinations for all hazardous chemical workers. We have also developed a personal protective equipment distribution scheme which requires assigning personal protective equipment to specific positions to ensure occupational health and safety.
五、 政策回顾 Policy Review
The Policy will be reviewed and revised regularly to ensure that it reflects changing stakeholder expectations as well as changes in relevant guidelines and standards.
